Dr. Clark is Associate Vice President for Clinical Affairs, President of the University of Utah Medical Group and Professor, Department of Pediatrics of the University of Utah.  Born and raised in New York City, Dr. Clark received his bachelor’s degree with Honors in Biology from Union College in Schenectady, New York, and medical degree magna cum laude from Albany Medical College. He trained in Internal Medicine at Mary Hitchcock Memorial Hospital Dartmouth Medical School, and in Pediatrics and Pediatric Cardiology at the Johns Hopkins Medical Institutions.

Dr. Clark held faculty appointments at University of Nebraska, University of Iowa, Johns Hopkins University and University of Rochester. He assumed his current positions in Utah in 1996. He is the former Chair of the Department of Pediatrics, Guidance Council for Intermountain Health Care and emeritus Chief Medical Officer of Primary Children’s Hospital.

Dr. Clark has outstanding achievements in biomechanics of the developing cardiovascular system, mechanistic classifications of congenital cardiovascular malformations, and the care of children with chronic illness. In addition to leadership positions in national and international organizations, he is a consultant to the EPA, NIH, principal investigator of the Utah Vanguard Site of the National Children’s Study, and the successor Environmental Children’s Health Outcome Study (ECHO), a 25 year longitudinal cohort study of genetics and environment in children’s health and disease.

As the AVP for Clinical Affairs, Dr. Clark leads clinical teams implementing the value quality proposition in clinical care in preparation for major changes in health care in the United States. Elements include: clinical network development, a system strategy to avoid unnecessary duplication of clinical services, real-time management of health care resource utilization in inpatient and ambulatory settings, care process models for common adult and pediatric conditions, value driven management of children and adults with chronic illness, and a critical reanalysis of neonatal care systems. These elements are integral to the transition from fee for service to prospective payment. He is the co-chair of a Pediatric ACO currently managing 200,000 children in Utah.

At the University of Utah Health interface with the Utah Veterans Medical Center, Dr. Clark is building on decades of experience to lead an enhanced partnership with the VA designed to improve high value high quality services to veterans in Utah v particularly in rural, frontier areas and on tribal lands.

Dr. Clark’s recognitions include: Society of Scholars of the Johns Hopkins University, 2005 Utah Children’s Advocate of the Year, and 2006 U of U Gender Equity Award. He was also nationally recognized with the U of Iowa 2011 Frank H. Morris Jr. Award for leadership in academic pediatrics and the 2011 Utah Business Healthcare Heroes Lifetime Achievement Award. In April of 2017, he was awarded the Outstanding Alumni Award from Albany Medical College.
